What are our use cases here?  See Language reference sets use cases

• Patiently Friendly Terms / Context of use

• Searching / Data entry (as a starting point, although may not be the term used)

• Ranked search results (which could use all sorts of input including frequency of use)

• Description metadata

• Promotion of content/preferences from local to common 

• Inheritance from community / common areas see community browser - would be nice to see tabular view of country's overrides on a per description basis.  (French and German Common Translation areas can be seen here:  https://community-browser.ihtsdotools.org/ )
