If SNOMED International were to propose introducing Concrete Domains as a technical preview in Q3 2020 with formal publication in the January 2021 release would this be a) too soon b) not soon enough c) just right?

Initial feedback suggests that implementers would prefer to immediately switch existing drug model attributes over to use numeric values, rather than create a completely separate but parallel attributes.  What do you think about that?

Do you have any comments on the proposed technical solution of adding an additional file that will only contain relationships that use concrete values?  Note that the existing OWL reference set (which has replaced the stated relationship file is already capable of expressing concrete values).
