Guidance for using SNOMED in Information Models

Attach draft of a document that was developed in the SIA group in 2015.

Guidance in the context of a free open source information model.   

List all available FOS Information models.

CIMI, FHIR, TermInfo.

Would to pick one be taking sides, and would this be bad?

"Information models are closed world; SNOMED is open world"

Assumptions about the ability to reason over terminology binding.

Expose the ability to reason over bound coded data to users (who are users in this case).

Reasoning where the information model provides context.

'Diagnoses' would be a good use case - most bang for buck. Values sets for specialties.
