DL Enhancements impact on Post Coordinated Expressions

Description

Post Coordinated Expressions were originally designed to fully represent concepts as specified in relationship files - stated, inferred or some semantically equivalent form.   However with the DL Enhancement work, we've now added sufficient but not necessary conditions through alternative axioms and GCIs which both affect how classification behaves without having a presence in the Necessary Normal Form distribution format.

So arguably we can no longer represent the definition of a concept as a PCE.
