Proposed move of Products with Strength into New Module

Description

It is proposed that IHTSDO might segregate various sub-hierarchies that are considered in some way problematic.   In the case of Products with Strength the lack of concrete domains has led of a proliferation of concepts that are more pre-coordinated than might be considered ideal, as the various doses and form factors are enumerated in combination.

Objectives

To recommend the best approach for achieving this goal.

Desirable

Lowest impact to current users of these concepts - eg retain the existing SCTID without inactivation/reactivation disruption

Simplify the core of SNOMED through removal of undesirable content

Continue to maintain the content as a part of the International Release

Meet technical requirements for conformity to specifications, such as module dependency issues.
