Clean modularization

Doing some housekeeping of our release, I was reminded that there's a bunch (22) module concepts, that are on the 900000000000012004|SNOMED CT model component| module.

I don't think it's documented anywhere, but we (AU) have made the assumption that the concept for a module, should be on itself. I suspect we've started to discuss this before, but can't recall how accepted this position was. The 22 concepts below (including the core module) aren't part of the core release, but clutter up the heirarchy. We also get enquiries about this content, some of which is non-existant/available.

I think the rationale had something to do with tooling, and how the module concepts were created. Is it possible SI could "move" these concepts to their own(self) module?
