Discussion on the conflict between Extension content and International content

There is a conflict here in terms of content that is promoted to the International Edition from the local extensions. This is currently handled differently by different Members (and can cause duplicate records in some instances), and we should therefore agree a standard approach to recommend to all Members.

One of the examples of the issues here is that when content is promoted the ID's are usually changed to International ID's.  However, going forward we are proposing to change this, so that we retain all ID's from the local extension (across all components, not just concepts).  This will help to prevent duplication of content across International and local extensions.  However, this will inevitably have consequences when the local content has been promoted, and then needs to be updated again in the local extension going forward - obviously the international content will initially supercede the local content by virtue of the effectiveTime, but only until the local record is updated again.  There are undoubtedly other potential pitfalls here, so we need to consider the full ramifications of this, and provide guidelines for members who want to promote content, both for how best to select which content to promote, and how to manage the content that has been promoted in their local extension.
