What constitutes a true RF2 release?

Harold would like to bring the subject of what constitutes (or should constitute) a true RF2 release package, given the issues that he has uncovered while testing the OWL conversion scripts.

We should agree the scope of an RF2 release component, and feed this into the discussions on "Unit" of release in the overarching strategic talks.
