New file type (RF2 Laterality Refset) to be added to the International Edition

1. It will be a Simple Refset
2. It will be included in the International Edition RF2 package
3. It can be used as a normal RF2 refset
4. It can also then be used by the RF1 conversion package in order to use the laterality content in the conversion to RF1
5. Question - Should we include this data in the existing Simple Refset (der2_Refset_SimpleSnapshot_INT_20160731.txt)? As this Refset is now currently empty in the International Edition.
6. If this is agreed then who do we need to communicate this out to? Is it just the Release Blog, or beyond to the Member Forum?
