Shared Classifier

Hi everyone

We are currently considering the first of many changes to the Classifier wrapper that will be required over the next few years - please see the separate discussion for details of this change here:

We would like to propose, therefore, that we move towards a shared Classifier, rather than everyone having separate, diverse Classifiers. The plan would include moving both the classification and wrapper code into a stand-alone service.

The benefits of doing this would be to remove the need for everyone to do additional work every time a change is required to the way that the Classifier wrapper works. This would therefore allow for much more cost effective changes across the community, and also far more consistent changes.
