Introduction: project scope, background, approach

1. Documents need to be developed for project scope, editorial and modeling decisions.

2. Agreed on the proposed Traditional Medicine module approach.

3. English is the mandate language for SNOMED CT.  Additional language(s) needs to be added to represent the original meaning and reduce potential loss in translation. Chinese language is the required additional language for Traditional Chinese Medicine. Other languages, Korean language, languages of India could be added in separate language extensions or modules.
